Flexible HR roll-out plan for mining start-up in rural China

A publicly-listed Australian mining company was opening a greenfield site in a particularly remote area of south-west China. To maintain good community relations, it was necessary to recruit the majority of employees locally, from an educationally-deprived ethnic minority.

Salzer Consulting delivered a complete HR roll-out plan for up to 1000 people over a 10-year period. The plan included a complex ManPower model and costing for the bankable feasibility study.

During the 100-day project, Salzer Consulting structured a workable project plan which allowed the client to successfully implement the roll-out within the required timeframe.

ManPower Plan incorporates key milestones

Salzer Consulting developed a flexible ManPower model to determine the scheduling and full cost of employment, creating a 10 year projection incorporating key milestones. This facilitated the effective co-ordination of the recruitment process, and incorporated a comprehensive plan covering all employees throughout both the construction and the operational stages of the mine.

Selective mass recruitment process trains locals

As the local workforce was lacking formal education, the emphasis on traditional qualifications was reduced and replaced with aptitude testing.

A plan to upgrade the vocational training capabilities of the county high school was established in order to provide additional support to the process of developing the skills of the local workforce. Rare skills and additional specialised recruitment areas were also identified.

Knowledge transfer reduces future costs

Maximum transferral of knowledge to the client was a key priority for the project. The client could then develop a “cookie-cutter” methodology, allowing them to conduct future start-ups with far less consultant support, delivering a substantial cost reduction.
