High-tech R&D lab in Japan, manufacturing plant in China
A major Japanese electronics corporation wished to establish an advanced research and development facility for CDMA/3G mobile telephones in Japan, with a manufacturing plant in Greater China.
Salzer Consulting was engaged to:
- Advise on location, costs and availability and capability of R&D staff
- Design a compensation structure to suit local conditions
- Mass recruit the start-up team
The joint venture set up its integrated R&D operations, achieving its staffing targets at 30% below the initial cost estimates.
Process:
- Salzer Consulting met relevant personnel at the company headquarters in Japan to establish the benchmark criteria and to understand their requirements for the location
- Key stakeholders were consulted and buy-in was gained from the two JV partners and China-based management
- Local, Asian and Western-owned manufacturing sites within China were visited to review C&B practices and the availability and calibre of staff
- Advertisements were placed in local papers and more than 200 candidates were interviewed. High-calibre individuals were singled out for potential employment
- Appropriate senior academics were consulted to network into relevant skill sets. Suitably-qualified engineers were interviewed to scope the expectations off the top, middle and bottom of each skill set.
- An appropriate salary loading was established to attract engineers to relocate to this city
- All data was gathered confidentially, and where necessary the client’s identity was concealed
