Behaviour-change program revitalises Chinese heavy manufacturing plant

A Fortune 500 company had taken over the management of a smelting and rolling plant in a remote area of China. This State Owned Enterprise was run down. Work practices were extremely poor. Occupational Health and Safety standards were dangerously low and the workforce was plagued by minimal productivity. This had resulted in consistently low quality output.

The company was governed by authoritarian management structures in which managers routinely punished initiative and avoided maintenance unless there was a breakdown. The workforce had been with the company for many years and knew no other work environment.

Salzer Consulting managed the restructure (downsizing) and a comprehensive behaviour modification program, along with technical refurbishment. The behavioural changes were reinforced by improved incentive schemes, new certification processes and upgraded reporting systems.

The Behaviour Change Program resulting in significant changes in attitude:

  • Vast improvements in safety practices and drop in accidents
  • Workers taking full responsibility for their areas and work
  • Significant improvement in productivity and quality
  • Clean working environments
  • Fewer workers doing more work, retention of talented younger engineers
  • Transparency and information flow was much improved

The facility was downsized by more than 30% with no adverse issues.
